The Ukrainian prime minister, Yulia V. Tymoshenko, said the increased revenue would be important for the country, which has been hit hard by the financial crisis. Ms. Tymoshenko, who presented her plan a day before she was to meet Russia’s prime minister, Vladimir V. Putin, said it would ensure stable supplies of gas.
